History of campus security (SB 1626), legal authority, jurisdiction on and off campus, Safe School Plans, structure of K-12 and community college systems.

Laws & Liability
8 hours · Largest module
Search and seizure (TLO v. New Jersey), In Loco Parentis, student discipline (E.C. 48900), Safe School Zone (P.C. 626), weapons laws, mandatory reporting, on-and-off-campus liability.

Security Awareness
3 hours
Weapons on campus, trespasser response, perimeter and visitor control, high-risk periods (break, lunch, after school), crowd and event management, medical emergencies.

Mediation & Conflict Resolution
4 hours
Communication skills, approachability, professional vocabulary and demeanor, mediation models, hands-on learning activities and critiques.

Disasters & Emergencies
1 hour
Campus disasters, FEMA/OES, SEMS & ICS frameworks, California Safe Schools Plan, mutual aid, district involvement.

Dynamics of Student Behavior
3 hours
Adolescent mental health, peer-group influence, substance abuse, dysfunctional families, cultural differences, special education, gang dynamics, officer interventions.

Examination
1 hour · Required to certify
Final examination verifying the student’s understanding and awareness of campus security involving youth in a school environment.

Built on California Statute
State law requires security guards in K-12 school districts or California community college districts to complete this BSIS-developed course. The curriculum is grounded in Business and Professions Code § 7583.45 and Education Code §§ 38001.5 and 72330.5, and was developed by BSIS in consultation with the Commission on Peace Officer Standards and Training (POST).
Coverage spans the major statutes and cases that govern campus security work — including SB 1626, Penal Code §§ 626 et seq. (Safe School Zones), Education Code § 48900 (student conduct), the Kristin Smart Campus Safety Act, and search-and-seizure standards from TLO v. New Jersey.

Forty (40) hours Power to Arrest Training Certificate issued by a BSIS-licensed Firearms or Baton Training Facility (with BSIS-licensed Instructors).

Active Guard Card (License) issued by the California Bureau of Security and Investigative Services (BSIS).

Identification
Active Driver License or Photo ID and Social Security Card.
