Firearm Qualification Training

ATTENTION:  As of January 1, 2023, Any Applicant who is Seeking BSIS Permit for Exposed Firearm must have active BSIS  Guard Card (License) and must have successfully completed the PSI  Assessment Examination . To pick up a Copy of the PSI Registration Form, please call or come to our Facility. 

Each applicant seeking BSIS Permit for Exposed Firearm, must be 21 years or older

Firearms Qualification Training Requirements

The Firearm Course is offered in Two (2) Training Sessions, as follow:

1.  Eight (8) hours Classroom Session with a minimum passing Score of Eighty (80) Percent.  The training included, but is not limited to:

  • Laws and Standards regarding the Use of Deadly Force.
  • Moral and Legal Aspects.
  • Avoidance of Deadly Force (De-escalation of force).
  • Firearms Nomenclature and Maintenance.
  • Weapons Handling and Shooting Fundamentals
MSTA, has updated the Firearms Qualification Training Course with the Appropriate use of force course content as per section 635 of Division 7 of Title 16 of the California Code of Regulations. Additional topics include:
  • Legal standards for use of force
  • The use of objectively reasonable force
  • Duty to intercede
  • Supervisory responsibilities
  • Use of force review and analysis
  • De-escalations and interpersonal communication training, including tactical methods that use time, distance, cover, and concealment, to avoid escalating situation that lead to violence.
  • Implicit and explicit bias and cultural competency as defined in Section 631
  • Skills, including de-escalation techniques to effectively, safely, and respectively interact with people with disabilities or behavioral health issues
  • Use of force scenario training, including simulations of low-frequency, high risk situations and calls for service, shoot-or-don’t-shoot situations, and real time  force option decision making.
  • Mental health and policing, including bias and stigma
  • Active shooter situations

2.  Six (6) hours Firearm Range Training Session with a minimum Passing Score of Eighty (85%) Percent.  The training includes, but is not limited to:

  • The range location with 
  • Equipment needed
  • Course of fire
  • Targets
  • Range command
  • Use of deadly force
  • Drawing and holstering practice
  • Dry firing
  • Loading and Re-loading Procedures
  • Firearm Safety Rules
  • Safety at Home and on Duty
  • Transportation of Firearms On and Off Duty
  • Cleaning and Maintenance
  • Loading and Unloading
  • Firearms Handling
  • Grip
  • Breathing
  • Avoidance of Conflict
  • Tone of Voice
  • Physical Presence
  • Cover and Concealment

Calibers

The California Bureau of Security will only approve the following firearm calibers:

  • .357
  • .38
  • .45
  • 9 mm
  • 10 mm
  • .40
  • .380

Shooting Stances

Applicants/licensees shall use the following shooting stances as defined in section 635(c):

  • Isosceles
  • Weaver
  • Modified weaver
  • One-Handed

Courses of Fire (Semi-Automatic)

The Course of Fire schedule had been added for semi-automatic firearms:

Five Shooting Stages:

Stage 1, 15-yard 5 rounds in 30 seconds;

Stage 2, 10-yard; 20 rounds in 30 seconds (includes on reload)

Stage 3,

  • 7-yard; 10 rounds in 20 seconds
  • *5 rounds with dominant hand
  • *5 rounds with non-dominant hand

Stage 4, 5-yards; 10 rounds in 30 seconds

Stage 5, 3-yards; 5 rounds in 8 seconds

Message from Management: All applicant who are seeking Firearm Permit are highly encouraged to also register for our 4-hour of Tear Gas/MACE Training Course.  Tear Gas/MACE can become helpful during the course of De-escalation.   

To avoid denial of your Application for a License, it is best to always state the facts about your Passed or Existing Criminal History. 

UNAUTHORIZED FIREARMS OR ANY OTHER WEAPON IS NOT ALLOWED AT OUR TRAINING FACILITY!

Certificate of Training is issued, upon successful completion of each Course.
